City staff presented the draft KAMPLAN: City of Kamloops Official Community Plan 2025 to Council on Tuesday, September 9.
The draft incorporates feedback received during comprehensive engagement in the spring, which included input from internal departments, the KAMPLAN Advisory Group, targeted meetings with key community partners (e.g. business and building sectors, Tḱemlúps te Secwépemc), and in-person and online public consultation.
The draft KAMPLAN document and a summary of comments received during the engagement process and staff responses are posted on LetsTalk.Kamloops.ca/KAMPLAN. The draft reflects feedback from the engagement process and direction from the August 19, 2025, Committee of the Whole meeting.
Residents are invited to review and comment on the draft KAMPLAN until October 1.
An official community plan is the strategic visionary document that brings the community’s values, priorities, and aspirations to life. As a guiding document, KAMPLAN is the pillar supporting Council and staff decision making about where and how we live, work, and play.
The 2025 KAMPLAN updates primarily focus on aligning anticipated growth with projected housing needs over the next 20 years. With recent legislated changes, all local governments must update their official community plans by the end of 2025 to accommodate future anticipated housing needs.
Municipalities in British Columbia must adopt an official community plan. While an official community plan does not commit a municipality to proceed with any project specified in the plan, all bylaws enacted or works undertaken by the local government must be consistent with the plan.
Following engagement on the draft plan from September 10 to October 1, staff will refine the plan and bring it back to Council to authorize a public hearing, which is anticipated to be scheduled in December, after which the plan is expected to be adopted.
