Kamloops Central Business Improvement Area - Local Area Service

The Kamloops Central Business Improvement Area has requested that Kamloops City Council re-establish a local area service in accordance with Section 215 of the Community Charter and designate those lands prescribed as Class 5 and Class 6 under the Assessment Act and regulations and located within the area shown boldly outlined on the map below.

Re-establishment of the Kamloops Central Business Improvement Area would involve the imposition of an annual local service tax for five years commencing in 2027. The maximum total amount to be  collected and distributed during the five-year period will not exceed $3,042,987.05, and the amount collected and distributed annually will not exceed:

The amounts to be collected from individual parcels in each of the years will be determined based on assessed value for general municipal purposes.

All monies raised by the imposition of the local service tax may only be spent by the Kamloops Central Business Improvement Area Association for projects provided for in its annual budget, which must be approved by the association members at its annual general meeting before submission to City Council.

The renewal of the Kamloops Central Business Improvement Area will proceed, unless owners representing at least 50% of the parcels and at least 50% of the assessed value of land and  improvements that would be subject to the local service tax, petition Council to not proceed by 4:00 pm on Friday, September 11, 2026, that is, within 30 days of the publication of this notice (August 12, 2026).
