On September 26, 2023, after almost 11 months in office, all nine members of Council unanimously passed a resolution requesting assistance from the then Ministry of Municipal Affairs to address urgent governance concerns. In response, the Ministry engaged Henry Braun, former City of Abbotsford Mayor, to act as a Municipal Advisor to the City of Kamloops.
Following his investigation, Municipal Advisor Braun presented his findings in a report to Council (known as the Braun Report) and outlined recommendations for both the Mayor and Council as a whole to address the challenges he observed. Following Municipal Advisor Braun’s presentation at the May 7, 2024, Council meeting, Council voted 8-1 in favour of a resolution formally requesting Mayor Hamer-Jackson to resign.
