Agricultural Land Reserve Applications

For properties located within the Agricultural Land Reserve, an application must be made to the Agricultural Land Commission to do any of the following:

  • Remove land from the Agricultural Land Reserve
  • Add land to the Agricultural Land Reserve
  • Subdivide land in the Agricultural Land Reserve
  • Use land in the Agricultural Land Reserve for non-farm purposes

Please note that while a landowner, developer, or authorized representative may be the original applicant, the Agricultural Land Reserve regulations require that the local government be shown as the applicant on any signs, reports, correspondence, or related documents.

Steps for making an Application to the Agricultural Land Commission

For private landowners, developers, or their authorized representative, the steps for making an application to the Agricultural Land Commission are as follows:

  1. The applicant submits their application through the Agricultural Land Commission Portal, which is then referred to staff at the responsible local government.
  2. Staff at the responsible local government review and process the application by:
    1. Referring the application to First Nations through the Nations Connect Portal for input. 
    2. Bringing a report to a Council meeting for Council to authorize a public hearing regarding the application.
    3. Distributing statutory public notice of the public hearing, providing details like date, time, and place of the public hearing. Visit Kamloops.ca/Notices to see current notices and for more information.
    4. Holding a public hearing, which is the opportunity for the public to provide their feedback to Council regarding the application. 
    Following the public hearing, Council decides whether staff should forward the application to the Agricultural Land Commission (ALC) for its consideration. All comments received from First Nations would be provided to the Agricultural Land Commission as part of the application.
  3. The Agricultural Land Commission makes a decision on the application.
 
Agricultural Land Reserve applications that are with the City for review and processing are shown on the City’s myNeighbourhood map as development applications. Look for folder numbers that begin with “ALR”.
