City Progressing Qu’Appelle Extension to Enhance Safety and Community Connectivity

Release Date

The City is moving ahead with the Qu’Appelle Boulevard Extension Project, a key infrastructure initiative designed to enhance emergency preparedness and improve transportation connections for Juniper Ridge and Rose Hill residents.

At the November 4, 2025, regular Council meeting, Council adopted the Qu’Appelle Boulevard Extension Development Works Agreement Bylaw No. 47-101, 2025, authorizing a development works agreement to fund the portion of the roadway extension through undeveloped lands owned by Juniper West Developments Ltd.

The City will initially fund the work through short-term borrowing and development cost charges, with applicable costs recovered from the landowner.

The project is a response to lessons learned during the 2021 interface fire, when the Juniper Ridge neighbourhood experienced challenges evacuating through a single access route.

Once complete, the 1.1-kilometre extension will create a safe, reliable connection between the west end of Qu’Appelle Boulevard and Rose Hill Road. The new corridor will include:

  • two paved travel lanes
  • a multi-use pathway for pedestrians and cyclists
  • third-party utilities
  • stormwater infrastructure
  • new streetlighting for improved safety

Road alignment, including vegetation clearing, has already begun in order to avoid the regional active bird-nesting window. Major earthworks will occur throughout 2026, with completion expected in 2027.

Discover more about the project, including FAQs, restoration plans, and updates, by following the project at LetsTalk.Kamloops.ca/QuAppelle.

Following the completion of this project, the City plans to upgrade Rose Hill Road to better accommodate all road users. More details will be provided as the project progresses.
