The CityPASS (affordable transit) program is critical to people in need in our community. It allows them to access education, employment and recreation opportunities.

Applying for a CityPASS is done as part of applying for the City’s Affordable Recreation for Community Health (ARCH) program. All you need to do is fill out the ARCH application form and bring it to one of the referring agencies.

What is the CityPASS program?

The CityPASS program was designed to make Kamloops public transit more accessible by lowering the cost for qualified Kamloops residents. This program provides an adult monthly transit pass at a reduced rate to eligible Kamloops.

The program is intended to remove some of the cost barriers that some Kamloops residents experience when paying full fare for transit and to encourage the use of transit for work, appointments, recreation, education, and any other activities.

The CityPASS allows unlimited travel on regular BC Transit buses within Kamloops.

How do I qualify for the CityPASS program?

You must be a permanent resident of Kamloops (see the eligibility boundary map) and meet one of the options below:

  1. Receive Income Assistance from the Ministry of Social Development and Poverty Reduction 
  2. Have an annual income that is below the Statistics Canada Low Income Cut-Offs  

Please note that you are not eligible for the CityPASS program if you meet any of the following criteria:

  • are aged 60 and over and eligible for Senior fares and the Provincial BC Bus Pass for Seniors and Others program
  • aged 18 or under and eligible for the BC Transit Family Travel Program or School District No. 73 Transportation Assistance
  • are a post-secondary student, currently enrolled in the U-PASS program 
  • receive income assistance from the Ministry of Social Development and Poverty Reduction (MSDPR) for Disability Assistance under the Employment and Assistance for Persons with Disabilities Act
  • are a Canadian National Institute for the Blind (CNIB) card holder 
  • receive an annual income above the Statistics Canada Low Income Cut-Offs or are unable to provide income verification documentation

Is the CityPASS program the same as the ARCH program?

 ARCH and the CityPASS are two separate programs that share the same application process. Applicants will automatically be considered for both programs. Together, they offer eligible Kamloops residents a full range of benefits. 

Please note that you are not eligible for a monthly pass under CityPASS Program if you:

  • are aged 60 and over (eligible for Senior fares and the BC Bus Pass for Seniors and Others program)
  • a child under 18 (eligible for BC Transit - Family Travel Program and School District 73 Transportation Assistance)
  • a post-secondary student, currently enrolled in the U-Pass program

How do I apply if I only want a CityPASS?

Kamloops residents who want to apply for the ARCH or the CityPASS program can apply for both programs with one application.

Complete applications must be taken to an ARCH Public Screening Agency or Referral Agency (see the ARCH Agency List). ARCH Applications will not be accepted at City of Kamloops facilities.

Qualified program participants can choose to use both the ARCH and CityPASS programs, or choose just one of the programs. ARCH and the CityPASS are two separate programs that share the same application process. Together, they offer eligible Kamloops residents a full range of benefits. There is no charge for the ARCH program. 

How do I purchase a CityPASS?

Approved participants can purchase their CityPASS at the Tournament Capital Centre (TCC), Westsyde Pool and Fitness Centre, and Kamloops Museum & Archives. Please bring your recreation membership card or other government issued photo ID to purchase your CityPASS in person.

Upon receiving the ARCH Approval Letter (provided to successful applicants by a participating ARCH Agency), City of Kamloops staff will create a personal account and take a photo which will be applied to your CityPASS card. Your CityPASS card will be available within 5 business days for pickup at either the TCC, Westsyde Pool and Fitness Centre, or the Kamloops Museum & Archives.

You will be reminded by email when your CityPASS is due to expire and will need to purchase another 1, 3 or 6 month period.

You can renew your CityPASS before it expires at the TCC, Westsyde Pool and Fitness Centre, or the Kamloops Museum & Archives.

CityPASSes are non-transferable and not available for resale. Failure to comply can result in removal from the CityPASS program.

What happens if my CityPASS expires?

If you let your CityPASS expire, you must bring your existing CityPASS to the TCC, Westsyde Pool and Fitness Centre, or the Kamloops Museum & Archives, and a new CityPASS will be issued within 5 business days. 

Where do I purchase my CityPASS?

CityPASSes can be purchased at TCC, Westsyde Pool and Fitness Centre, and the Kamloops Museum & Archives.
