Kamloops, BC – On April 22, 2026, Kamloops City Council recognized 11 residents with Exemplary Service Awards for their outstanding contributions to community life.
The awards celebrate individuals whose leadership, volunteerism, and dedication have made Kamloops stronger, more connected, and more resilient.
From advancing health care access and emergency response to mentoring youth, strengthening local businesses, and building inclusive community programs, this year’s recipients reflect the many ways service shapes Kamloops.

This year’s recipients are:
- Cleve Maartman - educator, coach, and community builder at Westsyde Secondary
- Colin O’Leary - health care leader, advocate, and community builder
- Dr. Paula Davies - search and rescue leader and emergency response volunteer
- Dr. Tom Dickinson - educator and environmental leader
- Marilyn McLean - lifelong volunteer and Special Olympics champion
- Patti Phillips - community connector and North Shore advocate
- Richard and Carmelina Woods - champions of community, media, education, and the arts
- Rick Wanless - educator, founder, and longtime community volunteer
- Sandra Dever - dedicated volunteer supporting sport and community events
- Devon O’Toole - Rotary leader and community program builder
“Each of this year’s recipients reflects the spirit of service that defines Kamloops,” said Deputy Mayor Margot Middleton. “Their contributions—often made quietly and over many years—have had a lasting impact on our community.”
