Implementing the Municipal Advisor's Recommendations

Kamloops City Council has implemented key measures to address the recommendations outlined in the Municipal Advisor's Report (also known at the Braun Report). These actions reflect Council’s commitment to transparency, accountability, and sound governance:

Council recognizes the significant challenges posed by the Mayor’s ongoing misconduct, which has strained governance, operations, and public trust in Kamloops. Despite these obstacles, Council remains committed to fostering transparency, accountability, and effective governance. With escalating costs and limited legislative tools to address misconduct, Council urges the Province to introduce reforms that empower municipalities to safeguard operations, protect staff, and uphold public trust. This critical issue presents an opportunity to implement meaningful legislative change that ensures communities like Kamloops can function effectively and sustainably.

Being transparent, accountable, and respectful is important to Council, which is why Council’s has chosen to release these decisions regarding measures they’ve taken to ensure good governance, including those taken to implement the Municipal Advisor's recommendations.

Progress Report to the Ministry of Housing and Municipal Affairs

On December 24, 2024, Minister of Housing and Municipal Affairs, the Honourable Ravi Kahlon, requested a report from Kamloops Mayor and Council on the progress made in implementing the recommendations of Municipal Advisor Henry Braun. In response, Council submitted its report on February 13, 2025, outlining the current state of affairs, actions taken to address the recommendations, and ongoing challenges stemming from governance concerns. 

A summary of the report is provided below, with the full report available here. On March 28, 2025, the Honourable Ravi Kahlon responded to the report, and subsequently arranged to meet with Council in Kamloops on April 23, 2025.
