How To Prepare To Apply:

Required Documentation for all Applications:

  • Title Search - dated within the last 3 months (can be accessed through LTSA.ca)
  • Charges on Title - legal notations, covenants, Statutory Right Of Ways, etc.
  • Owners Authorization - signed by all owners
  • BC Company Summary - if the property is owned in a company name
  • Site Disclosure Statement - identifying and disclosing sites that may be contaminated (can be accessed through the BC Provincial website)
  • Letter of Intent - description of development and how/why it complies/does not comply with City Bylaws and Development Permit Guidelines
  • Site Plan

Additional Documents that may be required::

  • Notification Sign Text - to be confirmed by file manager
  • Development Permit Number - if you have already submitted a development permit application

Apply For A Rezoning Application

The Zoning Bylaw regulates how a property can be used, what type and size of buildings may be constructed, the size of lots that can be created, required landscaping, and required parking for vehicles and bicycles. The purpose of zoning is to ensure that certain types of land uses are located in appropriate areas. The different zones are generally grouped as residential, commercial, industrial, and institutional. 

A rezoning application amends the Zoning Bylaw. When a development proposal is not in compliance with provisions of the Zoning Bylaw and changes to components such as land use and density are required for the development to proceed, a rezoning application is necessary. Any rezoning must be in accordance with the Official Community Plan (OCP). If the rezoning application is not consistent with the OCP, an application to amend the OCP may also be required. 

Before You Start

You must have a MyCity profile to apply online. If you don't have one yet, you can create one here

Once you start the application you will have 30 days to submit it. Your application will be saved to your MyCity profile until you submit and pay for it. You can access it by logging into MyCity, then clicking on the In Progress Applications button at the top of the Registered Accounts page.

Application fee payments must be made by Visa or Mastercard. A non-refundable 2.75% service fee will apply

Public open houses are recommended for land use bylaw amendments such as rezoning applications for commercial, industrial, or multiple-family developments (eight units or greater) located within 100 m of land zoned for residential use.

Public Open House

A public open house provides the applicant with an opportunity to engage with residents in the surrounding area by providing information on the proposal, discussing and answering any related questions, and obtaining feedback so that potential issues or concerns can be identified and addressed before the application goes to Council.
