Results of the Alternative Approval Process for 965 McMaster Way Loan Authorization Bylaw No. 57-4, 2025


After all elector response forms submitted by the deadline of May 29, 2026, were received and processed, the Corporate Officer certified that the 10% threshold (8,527 responses) was not met for the alternative approval process, meaning that elector approval was obtained for 965 McMaster Way Loan Authorization Bylaw No. 57-4, 2025.

  • The total number of forms received in response to the alternative approval process for 965 McMaster Way Loan Authorization Bylaw No. 57-4, 2025, was 1,255, representing 1.47% of eligible electors.

At its June 9, 2026, Regular meeting, Council received the certificate of sufficiency for 965 McMaster Way Loan Authorization Bylaw No. 57-4, 2025, and adopted the Bylaw.

What is 965 McMaster Way?

The property at 965 McMaster Way is 9.77 acres of flat, industrial-zoned land, optimally located adjacent to the existing Civic Operations Yard. The site is well-suited for development and will support operational growth for the next 25 to 50 years.

As the community expands, so do the demands on municipal services. The new site will accommodate the increasing need for equipment, machinery, and materials required to maintain infrastructure and deliver essential services such as snow removal, waste collection, and parks maintenance. Centralized operations at this location will reduce the need to identify or purchase future satellite properties.

Of the total parcel, 7 acres will remain leased to Westcan Transport Limited Partnership for up to 20 years, generating revenue to offset borrowing costs. Development is underway on the remaining 2.77 acres to expand parking and laydown areas. Long-term planning will guide the phased integration of operations into the site as existing facilities reach capacity.

This acquisition represents a forward-looking investment in the City's infrastructure, ensuring that Civic Operations can continue to meet the needs of Kamloops residents for decades to come.
