The City of Kamloops is inviting residents to help shape the future of its Residential Parking Permit Program with the launch of engagement at LetsTalk.Kamloops.ca/ResidentialParking.
The City is reviewing the program to ensure it remains effective, sustainable, and responsive to changing community needs as the city grows. The review will look at how residential street parking is managed in the Downtown, North Shore Town Centre/Tranquille Market Corridor, and Valleyview Town Centre, focusing on opportunities to improve permit administration, parking availability, accessibility, and program funding.
“We know residential parking affects people differently, depending on where they live, how they travel, and the parking pressures in their neighbourhood,” said Will Beatty, the City’s Community Services Manager. “This first phase of engagement is an opportunity for residents to tell us what is working, what challenges they experience, and what we should consider as we look at the future of the program.”
Residents can participate in the first phase of engagement by:
- completing the online survey
- dropping a pin on the interactive map to identify location-specific parking issues or opportunities
- submitting questions through the online Q&A
- speaking with the project team at Have Your Say Day on Saturday, November 14
Online engagement will remain open until November 29, 2026.
During Have Your Say Day at the Sandman Centre on November 14, feedback will be collected from 11:00 am to 3:00 pm, with quick presentations and conversations about targeted residential areas in the On Side Restoration Lounge at the following times:
- 12:00 pm - Downtown
- 1:00 pm - North Shore
- 2:00 pm - Valleyview
All feedback received during this phase will help inform the program review. The City will share a report on the first phase of engagement later in the project, followed by another opportunity for the community to provide input next spring.
Background
The City’s 2023 Parking Management Plan recommends reviewing and modernizing the Residential Parking Permit Program to support its long-term effectiveness and financial sustainability.
Currently, the City offers free residential parking permits on select Downtown streets. These permits exempt eligible vehicles from posted two-hour parking limits, allowing them to remain parked for up to 48 hours. As Kamloops grows and demand for on-street parking increases, expanding permit areas also creates additional administrative and enforcement requirements that existing budgets cannot accommodate.
The review will also consider broader changes affecting parking demand in Kamloops. The City’s 2025 Official Community Plan anticipates growth in areas such as Downtown, the North Shore, and Valleyview. Provincial transit-oriented housing legislation also prevents the City from requiring minimum amounts of residential parking for developments within 400 m of the Lansdowne and North Shore transit exchanges.
Residents can learn more about the project, complete the survey, use the interactive map, and ask questions at LetsTalk.Kamloops.ca/ResidentialParking.
More information about the existing program is available on the City’s Residential Parking Passes webpage.
