In January 1988, City Council adopted a set of community development policies for the Southeast sector. These policies were prepared under the assumption that community sanitary sewer services would not be extended to the area. Since then a number of circumstances changed requiring the development of a new plan with a purpose of:
- Recognizing the opportunities and constraints to land use and development in the area, taking into account the changed conditions
- Preparing a Plan which is consistent with City-wide community development policies expressed in KAMPLAN
- Providing direction for ammendments to planning implementation tools such as the City's zoning bylaw as well as the evaluation of development proposals
- Developing policies which are capable of theing economically implemented
- Setting directions which can be implemented without imposing excessive demands on existing systems for school, recreation, transit, fire, police, and other services
- Preparing a plan suopported by the area's residents and property owners
