Emergency Shelter Temporary Use Permit Renewal

This regular Council meeting was held at the Kia lounge at a special time (3:00 pm) to accommodate a large volume of anticipated engagement regarding the renewal of a temporary use permit for the Pathways Shelter located at 142 Tranquille Road.

The Pathways Shelter is a 44 bed, 24/7 shelter operated by ASK Wellness Society and funded through BC Housing’s Homelessness Encampment Action Response to Temporary Housing program. The shelter provides emergency accommodation alongside health, cultural, and housing supports on Kamloops’ north shore for people experiencing homelessness. In November 2024, Council amended the original request for a   temporary use permit for a three-year term  and approved a permit for a 20-month term, which will expire on July 26, 2026.

After receiving numerous submissions from the public and deliberating, Council authorized the issuance of Temporary Use Permit Application No. TUP00065 for 142 Tranquille Road for use as an emergency shelter for an additional 20 months, until March 26, 2028. 

Consideration of Bylaws

2026 Tax Rates Bylaw

Council adopted Tax Rates Bylaw No. 63-3, 2026, the final step in the annual budgeting process before property taxes can be collected. The property tax mill rates for 2026 are based on the revised March 2026 BC Assessment Roll Report and the property tax requirements from the 2026 final budget figures. Property tax notices will be finalized and sent out mid-May.

Housing Agreement for New Downtown Co-operative

Council adopted Housing Agreement Bylaw No. 64-10, 2026, for the issuance of a housing agreement for affordable market rental housing in a new 27-unit non-equity co-operative located at the intersection of St. Paul Street and 10th Avenue Downtown.
