City of Kamloops Supports Purpose-Built Complex Care Housing in Columbia Precinct

Kamloops City Council is pleased with the provincial announcement of a purpose-built complex care facility in the Columbia Precinct lands for integrated health and housing solutions for residents with complex mental health and substance use challenges.

Complex care housing is a critical component of a healthy and thriving community. It provides individuals with complex mental health and substance use challenges the stability and care they need to improve their quality of life. These facilities offer round-the-clock clinical support, ensuring that residents receive the specialized treatment they require while also reducing pressures on emergency services, hospitals, and law enforcement. By providing a secure and supportive environment, complex care housing fosters recovery, promotes social inclusion, and ultimately benefits the broader community by improving public safety and well-being.

“We are grateful to the Province for recognizing need for purpose-built complex care housing in Kamloops and for their ongoing commitment to funding and supporting these essential services,” said Deputy Mayor, Margot Middleton. “This project builds on years of advocacy and partnership, and we are eager to see the Province take the next steps to bring purpose-built complex care housing to our community.”

The site location adds to existing complex care beds located throughout Kamloops and contributes to the growing health and housing district within the provincial Columbia Precinct lands. The site was earmarked due to its proximity to essential health services, including Royal Inland Hospital, a psychiatric facility, mental health and substance use services, detox facilities, substance use counselling, and a planned sobering and assessment centre. 

“Kamloops is a community that cares. We recognize that everyone deserves access to safe, supportive housing that meets their unique needs. Complex care housing is not just about providing access to housing—it is about dignity, compassion, and ensuring that our most vulnerable residents can heal and rebuild their lives,” adds Middleton. “As we continue to work together with our partners, we, as Council remain committed to finding balanced solutions that support all members of our community.”

Background: The March 24, 2025, BC Housing announcement unveils the purpose-built Complex Care Housing project within the Columbia Precinct lands. Complex Care was originally announced in January 2022 by the Province of BC.
