New Rental Developments on Tranquille Road and Pacific Way
- Council adopted Zoning Amendment Bylaw No. 55-73, 2024 (and authorized Development Permit Application No. DPM01010), to allow the construction of a new three-storey, 34-unit, purpose-built rental apartment building at 1705 Pacific Way. - Council adopted Zoning Amendment Bylaw No. 55-76, 2025, and Housing Agreement Bylaw No. 64-2, 2025 (and authorized Development Permit Application No. DPM01017), to allow the construction of a new five-storey, 13-unit, purpose-built rental apartment building at 1712 Tranquille Road. Community Collaboration Activities
Nominations for the Exemplary Service Awards will be open February 14–March 14, 2025. More information on nomination criteria and how to submit a nomination is available at Kamloops.ca/ExemplaryServiceAward.
The Planning and Procurement Manager reviewed the 2025 supplemental business items with external partners, including the Kamloops Chamber of Commerce, Venture Kamloops, North Shore Business Improvement Association, the Kamloops Central Business Improvement Association, Thompson Rivers University, and Tourism Kamloops, on February 19, 2025.
Committee Reports
In response to recommendations from the January 30, 2025, Livability and Sustainability Committee meeting, Council passed a motion authorizing the following 2025 Climate Action Grant project applications for the amounts specified below:
- Dallas Elementary School - $1,680
- Transition Kamloops Repair Cafe - $2,000
- Propel Us Car Share Co-op - $2,000
- Be the Change Earth Alliance Society - $2,000
- School District No. 73 Henry Grube Education Centre - $1,250
- NatureKids BC - $1,875
- Sagebrush Neighbourhood Association - $500
- Westmount Elementary School - $2,000
- Youth of Kamloops Climate Action Network - $1,500
- TRU Faculty of Science - $2,000

In response to recommendations from the February 11, 2025, Committee of the Whole meeting, Council passed a motion directing Administration to prepare a borrowing bylaw for up to $150.7 million to fund the proposed third concept co‑sponsored by the RCMP and City Administration, as shown on pages 4 and 5 of the New Kamloops Police Services Building Report dated February 11, 2025. Council further authorized Administration to add $100,000 to the project immediately for the purposes of administering procurement activities, to be funded from the Gaming Reserve.
In response to recommendations from that same Committee of the Whole meeting, Council authorized Administration to engage with the community on priority project details regarding the draft Active Transportation Plan and to report back to Council to adopt the finalized Active Transportation Plan. Correspondence
Council reviewed correspondence received from the BC Association of Farmers' Markets and passed a motion to send a letter of support to the Hon. Josie Osborne, Minister of Health, requesting secured funding for the 2025 program season and beyond for the BC Farmers’ Market Nutrition Coupon Program, which has seen significant benefits in Kamloops.
Council Reports
In response to a report presented by Councillor Neusteader, Council passed a motion to send a letter to the Ministry of Education and Childcare, copied to the City's two local members of the Legislative Assembly, imploring them to urgently fund all 294 spaces through the ChildCareBC New Spaces Fund as Kamloops families continue to desperately need child care options to support their families. The letter will also be copied to the Hon. Josie Osborne, Minister of Health, as this lack of action also impacts her ministry’s ability to fulfill its health care obligations in Kamloops.
