Kamloops, BC - The City has recently awarded the Victoria Street West Improvements contract to Extreme Excavating Ltd. of Kamloops. A total of four proposals were received by the City. The total project value, including the construction contract, is approximately $13 million.
The project will involve Victoria Street West between the Overlanders Bridge on-ramp and the Seymour Street West intersection. Improvements to this corridor are driven by the need to replace aging infrastructure, including water, sanitary, and storm services that date back to the early 1900s. Beautification, enhancements to the roadway, and increased pedestrian safety are also significant drivers behind the project.
The project will include utility replacement and undergrounding; road reconstruction and repaving; and improved pedestrian facilities, lighting, and landscaping. A video showing the planned improvements can be viewed at LetsTalk.Kamloops.ca.
Work is expected to begin in April 2019, with completion targeted for fall 2020.
“The City recognizes the impact this project will have, both on the whole community, and directly on the businesses located within the limits of the project. The City is confident that we have a solid project team in place and we look forward to a successful project. Proactive and transparent communication with the public, as well as the businesses on Victoria Street West, will be a primary objective for this project. Significant traffic delays should be expected, but the City will maintain one lane of traffic in each direction and access to businesses throughout the duration of the project,” said Jen Fretz, the City’s Civic Operations Director.
While every attempt will be made to minimize the impact on business owners, residents, motorists, transit users, and pedestrians during construction, delays and congestion are inevitable and should be expected. Commuters are encouraged to consider using alternate routes or other modes of transportation, such as carpooling, transit, cycling, or walking. Businesses on Victoria Street West will remain open and accessible throughout the construction period.
The City is working closely with essential service providers, including Kamloops Fire Rescue, BC Ambulance Service, the RCMP, and Kamloops Transit, to ensure service is maintained through the construction area.
The City will implement an extensive communications plan that utilizes traffic webcams, electronic roadside message boards, radio and print ads, social media, the City’s website, and other means to inform the public of anticipated delays, lane closures, and other traffic disruptions. The City will also be working closely with the Victoria Street West businesses to ensure they are kept informed throughout the project.

The City invites the public to attend a drop-in information session on Thursday, March 14, 2019, between 6:00 pm and 8:00 pm at St. Andrews on the Square (159 Seymour Street) to view the project design. Staff from the City and Extreme Excavating Ltd. will be in attendance to provide information and answer questions.
