The City of Kamloops is issuing a call for proposals for eligible projects under the Government of Canada’s Reaching Home: Canada’s Homelessness Strategy (Reaching Home).
Reaching Home is a community-based program aimed at preventing and reducing homelessness across Canada. This program provides direct funding to urban, Indigenous, rural, and remote communities to help them address their local homelessness needs. The community-based approach additionally fosters strong collaboration amongst local not-for-profit organizations and with the City.
The Government of Canada has established a contract with the City of Kamloops to administer and manage the Reaching Home funds based upon the recommendations made through an independent Community Advisory Committee (CAB). The CAB is made up of many community partners and their goal is to ensure the allocations of Reaching Home funding for the Designated Communities funding stream will have the greatest impact in community.
“The Community Advisory Board does an outstanding job of evaluating applications and recommending projects that will have a significant impact in our community,” said Ty Helgason, the City’s Social and Community Development Supervisor. “Projects recommended for funding in the past year have included outreach work, capital investments to support homeless serving projects, culturally safe warming and day spaces, and meals and supplies.”
This call for proposals is to allocate additional Reaching Home base funding available in the Designated Communities funding stream. Reaching Home has allocated $567 million across Canada over the next two years.
The City is still to be provided with the specific Reaching Home allocation amount. All applications submitted as part of this call for proposals are contingent upon the amount received.
The City is proactively issuing this call for proposals so that potential projects can be identified and reviewed prior to Reaching Home funding arriving in Kamloops. Holding the call for proposals process prior to funding arriving in community will significantly reduce gaps in service.
All recipients who receive Reaching Home funding must spend their allocated amount by March 31, 2024. Projects may begin once the community entity has received the allocated funding.
