The City of Kamloops started the process to determine where the non-medical cannabis retail locations will be permitted. On April 17, 2018 the City of Kamloops Development, Engineering and Sustainability Department presented a report to City council for consideration and recommended council proceed to a public hearing on the matter.
On May 8, 2018, City Council approved the following bylaw amendment 5-1-2878, to permit a Cannabis retail store.
On August 28, 2018, Council approved a $1600 application fee for a Retail Cannabis Sales Licence Permit and Existing Licence Amendment, which matches the current Liquor Licence Permit Application Fee, and a $5000 annual Business License Fee.
The Province has begun accepting applications, however the City of Kamloops is not accepting any applications at this time. Information on the City of Kamloops Retail Cannabis application process will be forthcoming and will be posted on our web site prior to accepting applications. An applicant will have to meet all local, provincial, and federal regulations, and must obtain a resolution from Council supporting the site-specific application. Existing cannabis dispensaries will not be given any priority or preference, and will be required to apply for a provincial licence in the usual course.
Once the federal legislation has been enacted on October 17, 2018, both the provincial and municipal levels of government will need to have regulations in place before cannabis retailers are authorized to operate. The City is currently working on its regulations, and expects to have in place prior to legalization.
