Community Entity, HPS and HomeFree
The Homelessness Partnering Strategy (HPS) is a federal initiative aimed at preventing and reducing homelessness by providing direct support and funding to communities across Canada. The City is the Community Entity (local administrator) for federal HPS funding in Kamloops. The current funding period is from 2014 to 2019. Funding is administered to community-based projects that address priorities within a Community Plan. This plan was established in consultation with the local homelessness sector.
Locally, the 2014-2019 funding agreement between Employment and Social Development Canada and the City of Kamloops is worth $2.47 million -- $1.798 million through a “Designated Communities” funding stream and $672,000 through an “Aboriginal Homelessness” funding stream.
As the Community Entity, the City is also able to provide administrative support to the HomeFree Collective, through preparation and review of agendas with Council and committee chairs, taking minutes at meetings, and managing information flow and communications within the Collective.
