KAMPLAN, Kamloops’ first Official Community Plan, was developed in 1974 and has been updated over the years, with the most recent comprehensive update in 2004. Since 2004, revisions and additions to the OCP have taken place on an individual policy basis only.

As KAMPLAN sets direction and priorities for land use and development for the next 20 years it is important to understand the City’s history, identify emerging issues, and plan to accommodate future population growth.

A series of background reports have been prepared to help the community understand how land use and development in Kamloops has evolved over time by highlighting key trends and emerging issues. These emerging issues and others identified through public consultation will help support the development of a revised and updated KAMPLAN to address the current and future anticipated needs for the next 20 years.

Official Community Plans and the Local Government Act

An Official Community Plan is a bylaw that outlines a community’s objectives and policies to guide decisions on planning and land use management. Once adopted, all bylaws and works undertaken by a city’s Council or Board must be consistent with the OCP. The OCP is a visionary document that includes goals, objectives and policies to address the key issues of a community such as growth management, environment, transportation, infrastructure, housing, parks and recreation, arts and culture, health and safety, economic development, and community well-being.

The Local Government Act (Sections 446, 454, 471- 478) authorizes and guides the development an OCP. For more information on Official Community Plans, please refer to the Local Government Act, Part 14, Division 4: Official Community Plans.
