Definition
For the purposes of the Kamloops Community Action Plan, the definition of Homelessness would be: " Homelessness is a situation in which an individual, who may or may not have been evicted, discharged or released, or family either has no housing at all or is staying in a temporary form of shelter which does not meet the basic housing standards of: adequate protection from the elements, access to safe water and sanitation, secure tenure and personal safety, situated within easy reach of employment, education and health care, and does not cost more than 50% of total income. "

Goals
The goal of SCPI is to provide a flexible means for communities to plan and implement comprehensive local strategies to reduce and prevent homelessness.

Objectives
Five objectives have been established for the SCPI:

  1. To ensure that no individuals are involuntarily on the street by ensuring that sufficient shelters and adequate support systems are available;
  2. To reduce the number of individuals who require emergency shelters and transition and supportive housing;
  3. To help individuals move from homelessness through to self-sufficiency, where possible;
  4. To help communities strengthen their capacity to address the needs of their homeless population;
  5. To improve the social, health and economic well-being of people who are homeless.
