Development and Engineering Services

Overview
The Development and Engineering Services Department is comprised of five divisions,
Building Inspection,
Engineering,
Land Development Engineering,
Planning and Development, and
Real Estate.

Their major responsibilities include:

Provision of building and plumbing inspection services to ensure all building is in compliance with the BC Building Code
Processing of development related applications such as rezoning, development permit, development variance permit, and sign permits

Processing of subdivision applications, including inspection of all infrastructure construction related to subdivisions

Licensing of businesses operating within city limits

Engineering design for the Public Works and Utilities Department, and other city departments

Infrastructure planning and analysis of all water, sanitary sewer and storm sewer systems

Transportation planning and analysis of all roads within the city

Long range planning, e.g. Official Community Plan (KAMPLAN 2004), and neighbourhood and sectoral plans

Management of all city owned property, including the sale and purchase of city property

Bylaw enforcement of all development related bylaws, e.g. illegal suites, signage, businesses operating without a business licence, etc.

Development and Engineering Services (DES) Administration is responsible for ensuring that all divisions within the department carry out their tasks in compliance with the Council, Corporate, and Departmental Strategic Plans as well as Council and Departmental policies.

DES Administration ensures each division follows through on Council or Senior Management directives and is the contact for Council and other City department enquiries for service. Administration also oversees all front desk clerical staff to ensure customers receive coordinated services.
